This is not "negligible in reality." The consequences can be seen everywhere in societies like India where people see the law as something that forces them to pay bribes and prevents them from simply living their lives. They no longer see the law as an institution that protects their lives and property. The effect of hamfisted rules and legislation is that they create in the minds of people a disregard or contempt for the law and it’s institutions. This is not “negligible in reality.”
